Aanpassen kinderopvangtoeslag is geen sinecure

Een belangrijk doel van overheidsfinanciering van kinderopvang is het stimuleren van de arbeidsparticipatie. De Commissie Arbeidsparticipatie komt met het advies om de kinderopvangtoeslag afhankelijk te maken van het inkomen van de meest verdienende partner om de arbeidsparticipatie (van vrouwen) te bevorderen. We zetten de effecten van dit voorstel af tegen het huidige systeem, met het gezamenlijke inkomen als uitgangspunt, en een systeem dat de toeslag baseert op het inkomen van de minst verdienende partner. Het voorstel om de kinderopvangtoeslag afhankelijk te maken van het inkomen van de meest verdienende partner zal naar verwachting gepaard gaan met (ongewenste) neveneffecten op arbeidsparticipatie, inkomensverdeling en emancipatie.
